Associations of overseas territories on an international scale
Although the associations and other civil society organisations (CSOs) of the overseas territories are numerous and very active in their territories, they'invest also internationally and on the scale of their regional basins.
Their commitment to international cooperation and solidarity actions, however, remains relatively unvisible at the national level and they benefit less from national funding mechanisms than their metropolitan counterparts.
Based on these findings, the "Overseas Regional Cooperation" (CORÉOM) program, entirely dedicated to French overseas organizations, aims to support the dynamics of international cooperation led by associations in French overseas territories, at the international and regional levels. It will be deployed in five territories in the Caribbean and the Indian Ocean, respectively in Martinique, French Guiana, Guadeloupe, Réunion and Mayotte.
Financially supported by the French Development Agency (AFD), as part of its Three Oceans strategy, and by the Fondation de France, the CORÉOM program is led by the NGO La Guilde, recognized as being of public utility, and implemented with a group of strategic and territorial partners and relays in the five territories.
Implemented in a pilot phase over the period 2024-2025, the CORÉOM program combines a system of information and local support for overseas associations based in the five territories, on the themes of international cooperation and solidarity, with a system of financing their international solidarity and cooperation initiatives.
Its objectives are thus to:
- Strengthen overseas stakeholders in their efforts to design, implement and monitor their cooperation projects, through support, information, training, networking and experience sharing activities.
- Support international cooperation and solidarity initiatives led by overseas associations and facilitate the emergence of new initiatives on themes of high local importance, thanks to the launch of a dedicated call for projects.
The call for projects
L'CORÉOM call for projects is officially launched Tuesday, September 10, 2024It offers overseas associations based in Guadeloupe, Guyana, Martinique, Mayotte and Réunion subsidies including between €25,000 and €120,000 for solidarity and cooperation projects carried out internationally on a duration between 6 and 12 months.
The selection process takes place in two main phases :
- Interested organizations are invited to apply online on the Solidarity Portal via a note of intent until October 10, 2024 at 11:59 p.m. Paris time.
- Shortlisted organizations will be invited to continue to Phase 2 by completing a detailed project submission form online before 1er December 2024.
Applications will be reviewed by teams from the AFD, the Fondation de France, and the European Raid Guild, as well as by a panel of experts on the various topics concerned. The final list of selected projects will be communicated by the end of December 2024. Each winning project will be presented in detail.
Any project leader who wishes to apply must first register on Solidarity Portal, a platform for connecting project leaders and donors for solidarity projects supported by La Guilde, in order to create an association account.
Information meetings on the program and the call for projects are organized online from 16 September 2024They will be supplemented by times for exchanges and face-to-face meetings in each territory.
