The Guild, through its Microprojects division, is launching, with the support of the French Development Agency, a call for microdevelopment projects, specifically for Armenia following the arrival of more than 100,000 displaced people from Artsakh in Armenia. 

This system makes it possible to offer endowments ranging from up to €12,500.

Thanks to the government's mobilization and the surge of solidarity from Armenian civil society, the displaced people of Nagorno-Karabakh were able to benefit from shelter and emergency food aid. It is now necessary to give these populations the opportunity to remain on Armenian territory and to provide development aid aimed at the integration and inclusion of displaced persons from Nagorno-Karabakh as well as support for the Armenian population.

Context

Following the arrival of more than 100,000 displaced people from Artsakh in Armenia, La Guilde, whose Microprojects division organizes calls for projects intended to encourage initiatives by international solidarity associations through support and funding, has decided to launch a specific call for microprojects for Armenia. In order to give these populations the opportunity to remain on Armenian territory and to provide development assistance aimed at the integration and inclusion of displaced people from Nagorno-Karabakh as well as support for the Armenian population. This call for projects is funded by the French Development Agency (AFD). 


Funding

The grants awarded can range from €3,000 to €12,500 per project.

For actionsrelated to the integration and insertion of displaced persons from Nagorno-Karabakh in Armenia:

support for the reception of displaced persons from Nagorno-Karabakh,

– revival and development of income-generating activities,

– training for professional integration,

– capacity building of organizations (training, hosting Civic Service volunteers and International Solidarity Volunteers),

– promotion of agriculture, food production and support for smallholders


Eligibility criteria

Eligible organizations

  • Being an association under the 1901 law under French law (annual resources equal to or less than EUR 200,000 in 2023),
  • OR an association of Armenian law(annual resources equal to or less than EUR 500,000 in 2023),
  • Have more than 2 years of seniority on the closing date of the session, 
  • have a legal existence and their own accounting (for regional branches of national structures), 
  • not to intervene within the framework of decentralized cooperation (twinning committees are not eligible). 

The project

Projects eligible for Armenia 2024 grants must meet the following criteria:  

  • to be carried out in Armenia. Projects in France are not eligible.  
  • have an implementation period of between 12 and 18 months (including monitoring and evaluation phases) 
  • present future activities and not past or current ones (if activities have already taken place in the past, they should be summarized in the historical section of the project). Expenses will be eligible from the closing date of the call for projects, for associations having the possibility of initiating expenses from their own funds.  
  • concern actions linked to the integration and insertion of displaced persons from Nagorno-Karabakh in Armenia and to the support of the impacted Armenian population

Eligible expenses are those related to:

  • construction (subject to real financial autonomy), 
  • the equipment,  
  • capacity building (training & support),  
  • monitoring/evaluation. 

Are not eligible

Expenses not eligible are those related: 

  • to expenses already incurred  
  • to expenses dedicated entirely to local salaries or other operating costs 
  • to salaries in France 
  • to equipment purchased in France 
  • to the transport of equipment from France  
  • international travel (tickets, visa, vaccinations, etc.) and local travel (rental of a means of transport, accommodation, food, etc.) of the French association 

These ineligible expenses can nevertheless be mentioned in the project budget to be consistent with the narrative, but they must be covered by another donor or by the association's own funds. 

Projects that have already received direct or indirect funding from:

  • Financial arrangements of the French Embassies,
  • Youth, International Solidarity / City, Life, Vacation-International Solidarity (JSI/VVV-SI) schemes,
  • Fonjep,
  • Funds from the International Organization of the Francophonie from the MEAE.

– from the French Development Agency (AFD) – non-exhaustive list:  

  • Forum of International Solidarity Organizations from Migration (FORIM) in particular via the Support Program for Projects of International Solidarity Organizations from Immigration (PRA/OSIM),
  • Small Initiatives Programme of the International Union for Conservation of Nature (IUCN),
  • Family Farming Promotion Scheme in West Africa of the French Committee for International Solidarity (CFSI).

Selection criteria

Particular attention will be paid to the following aspects:

  • the relevance of the project
  • Local anchoring
  • The sustainability of the project: the project can continue, expand, be reproduced, it becomes autonomous in the medium term... 
  • Proportionality between expenditure and expected results 
  • The ability to measure changes
  • Involvement of beneficiaries throughout the project 
  • Taking into account the cross-cutting themes of Gender, Youth and Environment.  
  • The mobilization of volunteers (International Solidarity Volunteers and International Civic Service) is encouraged. 
  • Promotions that highlight local civic engagement and that of the French association are encouraged.
